The seller advertises the figure as follows:

Star Wars PBP Painted Face Ugnaught Action Figure Vintage
Excellent condition, painted face, Gmfgi 1980 COO Hong Kong 2 leg COO, possibly prototype. No case/weapon. Please see photos.

• First when looking at the paint of the head and the hands this is not an early PBP (Poch) figure
  
• Moreover the thick eye brows seems painted instead of sprayed, indicating a custom job.
  

Please stay away from this PBP...cough cough...prototype....cough cough.

funny I couldn't believe he listed this as a poch uggy (been looking for one myself) seems like the seller is blatantly trying to sell as something its not .

So like, do these guys always have weak seller ratings or is this stuff rarely discovered?
